This pancocojams post showcases five early 1990s YouTube film clips of African American children and youth parade drill teams. These military style drill teams marched without any musical accompaniment (except for a whistles).

All of these film clips are from Seattle, Washington.

The drill teams parade down the city streets to without any drums or other
musical accompaniment. A whistle is blown to signal the beginning of a formation.

Sometimes the drill team chants as they march. 
At around 3:17 in this film clip, I recognize is one drill team member serving as the caller chanting "Pump it up/Pump it up/Pump it up and move it". The rest of the group then says those same words.
