THE FIFTEEN + MOST POPULAR BABY NAMES IN VIRGINIA BY RACE IN 2013
https://www.nancy.cc/2015/03/31/popular-baby-names-virginia-2013/ Nancy’s Baby Names, March 31, 2015
"The Commonwealth of Virginia, on the east coast of the United States, is the 12th most populous state in the nation.
Every year, Virginia welcomes approximately 100,000 babies.
What were the most popular names among these babies in 2013 specifically? Emma and William, according to the Virginia Department of Health’s Division of Health Statistics.
[...]
(...According to my source, “There are some ties
among the top 15 names by group, so some lists are longer.”)
Virginia (just like New York City, in the nearby state of
New York) also breaks down its baby name rankings by race/ethnic group.
In 2013, the population of Virginia was roughly 69.6% White (58.0% non-Hispanic White), 22.5% Black, 12.8% Hispanic, 7.7% Asian, and 0.2% Native American. While the state did not release baby name data for Asians and Native Americans, it did release data for the three larger groups.

That article indicates that "We provide the largest compiled publicly available dictionaries of first, middle, and surnames for the purpose of imputing race and ethnicity using, for example, Bayesian Improved Surname Geocoding (BISG). The dictionaries are based on the voter files of six U.S. Southern States that collect self-reported racial data upon voter registration. Our data cover the racial make-up of a larger set of names than any comparable dataset, containing 136 thousand first names, 125 thousand middle names, and 338 thousand surnames. Individuals are categorized into five mutually exclusive racial and ethnic groups — White, Black, Hispanic, Asian, and Other — and racial/ethnic probabilities by name are provided for every name in each dictionary.

We make use of voter files from six states in the American South which collect data about voters’ self-reported race and ethnicity. The six states are: Alabama, Florida, Georgia, Louisiana, North Carolina, and South Carolina."

Besides some information about their research, that article and its linked pdf doesn't have charts for the actual names, except for a chart about a few names in the "Other" category.
