Based on the earliest publishing dates for these comments, I believe that this campaign stop was in North Carolina. Prior to watching this video, I read a couple of comments in a Meidas Touch Network discussion thread about how Vice President Harris interacted so well with a little girl at a campaign event. However, I haven't come across any other mention of this interaction. If you know more about it, please share it in this post's comment section below. Thanks!

BACKGROUND
The references to wearing a cape probably are associated with Vice President Harris' 2019 children's book entitled "Superheroes Are Everywhere."

Vice President Harris seated at the end of a table at a campaign office speaking in turn to individuals who approach her in a line that isn't shown in this video.

[Someone else - perhaps the mother of the Black pre-school girl- speaks to Vice President Harris as their turn to speak to VP Harris occurs.]

"Here's CH with a cape on."

[The little girl is wearing a shiny red shirt with an attached red cape, black shorts trimmed with white, long red socks, and cream colored tennis shoes.

When Vice President Harris sees the little girl, she throws her hands up in the air and uses a serious tone to speak to her.]

"Oh my goodness you wore your cape! I forgot to wear my cape.

Look at you. Come here. Let me see you."

[The girl moves closer to VP Harris who continues speaking to her,]

"You want to turn around. We'll get a photo of you for everybody."

[The little girl moves closer to Vice President Harris but doesn't turn around. Vice President Harris leans closer to the little girl, pats her face, and continues conversing with her in a serious tone. The little girl nods her head yes while Vice President Harris talks to her. What is said isn't clear except for a few words among others that Vice President Harris said.]

[The video shows a woman-probably the little girl's mother who she was in line with- standing nearby. The video ends.]
