I first came across the saying "I stan, restan, and
Pakistan" today (May 29, 2021) in the discussion thread for the official
YouTube video Koroba by Nigerian Afrobeats singer Tiwa Savage (Comments from
that discussion thread are given in Source #-- below).
This post is the result
of the internet searches that I subsequently did for that saying and for similar "I stan, re-stan" comments. Before that internet search, it was clear to me that
"I stan, restan, and Pakistan" was a witty extension of the American vernacular word
"stan". Here's information
about the word "stan" from https://www.dictionary.com/e/slang/stan-2/
"Stan is slang for someone who is a very zealous fan,
especially of a celebrity or music group. Stan can also be a verb for liking
something a great deal."

According to that website and others, the noun and verb
"stan" was first documented in 2000. lthough it was first considered
as a negative term for an obsessive fan who stalked the celebrity,
"stan" appears to have quickly become a mostly positive term.
The word "restan" (sometimes given as "ReStan") is a newly created word that means "stan again" or double the enthusiastic support and appreciation for a specific celebrity.
"I stan, restan" sayings end in (or sometimes only consists of) the name of a geographical location which ends with the word "stan". Here's information about the meaning of "-stan":

The suffix –stan is Persian and Urdu for “place of,” or “where one stands.” It is found in the names of seven countries: Afghanistan, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan. In most of these titles, the first part of the name refers to an ethnic group that lives in the nation: the Afghans (or Afghanis), the Kyrgyz, etc.
There are countless regions within other countries whose names (or toponyms) end in –stan, such as Tatarstan, a republic in central Russia. "
People who wrote "I stan, restan, and Pakistan"
type comments in that YouTube discussion thread were engaging in fun, rhyming plays on the
colloquial American word "stan"
obstentially as a means of expressing their enthusiastic, devoted
support for and appreciation of the singer Tiwa Savage.
As a result of my internet search, it appears that the "I stan,
restan, Pakistan, and Afghanistan" originated in Nigeria, West Africa. The
earliest example of "I stan, restan, and Pakistan" etc. that I have
found is dated August 1, 2020. (Source #1).
Based on the replies to the comments that used these sayings in the Tiwa Savage's YouTube discussion thread that prompted this post, it appears that "I stan, restan, Pakistan" comments were relatively new sayings whose "freshness" hadn't gone stale due to overuse. Notice that these sayings sparked laughter and not any "That's old" responses.

especially the youths. Because of the nature of social media, these people are
more in tune with their followers, which helps them gauge what their fans
expect of them and relate with them one on one. A great example that comes to
mind is Rema taking one of his female fans on a luxurious date and trip. This
type of experience is what differentiates modern celebrities from their
traditional celebrity counterpart before the surge of the internet.
Social currency is the amount of influence a celebrity has
on their fans which is usually monitored by big brands that want to do business
with them, social currency opens doors to a lot of opportunities. The emergence
of stan culture gives them this leverage. Multichoice and Dstv with the
popularity of social media have helped birth new celebrities with shows like
Big brother. Since Tv show’s like the Super Story, I have never seen any Tv
show with such a reach as Big brother. There is great hysteria whenever the
show runs, and with this comes the emergence of new celebrities. A group of
people or community that follow every move of celebrities and support them,
with their money, time, and life. Seeing the rise of these people from nobody
to fame, make us feel encouraged enough to surmount life obstacles. If they can
do it, then I can too. You can see this in play especially the winners of Big
brother, people can relate with these winners and see themselves in them. They
crave the authenticity of these personalities, most of all, however, they also
crave the community built around the celebrities. Look at quotes like “I Stan,
Restan, Pakistan and Afghanistan* #wizkidfc or love and light #laycon."...

Based on part of the YouTube video on that page which I was able to
watch (until the notification to add Facebook account information kicked in),I think that this kitanskincare facebook page is from Nigeria. (I
don't have a Facebook account.) My guess is that the name
"kitanskincare" doesn't have anything to do with the "I stan,
restan, Pakistan" saying. I also guess that the "mildly
lightens" sentence refers to skin color. (The custom of skin bleaching
seems to be much more widely practiced in Nigeria (and in many other nations)
than it is in the United States.
