The US president claimed it was necessary because 'our capital city has been overtaken by violent gangs and bloodthirsty criminals'. In January, the metropolitan police department and US attorney’s office released a report indicating total violent crime in DC in 2024 was down 35% from the previous year, marking the lowest rate in more than 30 years. 'This is not about crime, this is about control,' says Samantha Davis, an organizer at Free DC. 'This is not about public safety, this is about power'

A BRIEF ANALYSIS OF PARTICIPANTS AT THESE WASHINGTON D.C'S PROTEST MARCHES AND RALLIES
The August 11/August 12th 2025 Washington D.C. protests appear to have more Black people than most of the other videos of recent American [USA] protests that I have seen. Most of the Black protestors who I've seen protesting in these videos are young adult or middle age women and men. 

That said, it appears to me that most of the protestors appear to be White young adult or middle age women and men.

..."For more than 50 days, protests over racial inequality  and police misconduct have carried on in Portland. While  many have been peaceful, those demonstrations have also been marked by violence, vandalism, arson, arrests and allegations of police brutality.

Friday night, Bev Barnum said she was watching videos on social media from the protest showing people being detained by federal agents.

"It didn't take long for me to find a massive array of video displaying obvious
human rights violations," Barnum told CNN.

The video showed masked, camouflaged federal authorities without identification badges in unmarked vehicles arresting protesters in Portland. These incidents have sparked the state's US attorney to call for an investigation into the matter.

Barnum said she told her husband she wanted to help and he suggested a fundraiser.

"But I thought I needed to do more so I asked the Portland working moms group to
protest with me -- to shield the protesters from harm with our 'mombods,'" she said.

Barnum, founder of Wall of Moms, and about 70 other mothers converged onto the protest in downtown Portland, where protesters were gathered outside the federal courthouse. A group of mom’s were tear-gassed a few days ago (a few were pregnant) and one woman came up with the idea of forming a wall of mom’s which has been growing each night. These aren’t rough and tumble military women or ufc fighters, these are regular mother’s that can’t sit at home while this is happening. So they are putting themselves on the front line. Watching them stand on the front line holding hands in collective strength as they face a fascist militia gives me the chills. I want to call particular attention to the custom of the Wall of Moms protest chants being done to the accompaniment of a snare drum or drum.

I had originally written that the drum that was played as accompaniment for the chants was a djembe. However, a video clip that is included in this dailykos post: https://www.dailykos.com/stories/2020/7/22/1962969/-The-most-important-image-you-will-see-of-Portland shows a White man playing a snare drum that is held with an attachment that is used in a parade.

I don't think that I've noted this custom before in these pancocojams protest chant series, but I have  e watched videos of djembe drums being played during Black Life Matters protests. I think this custom began relatively recently (2020 or 2019). I recall watching one protest video in the spring of 2020 another city other than Portland of a djembe player beating his drum along with a majority of Black protestors walking down the street. Djembes are heavy to carry so that if they are played in a protest, it's likely that if the protest wouldn't be a march but a stationary rally.

I also want to call particular attention to the Wall of Moms protestors performed a "Rockettes  kick" (also known as "a chorus line kick"). The protestors performed this dance step to the beat of the djembe drum while they chanted certain chants. The women link arms and together lift one leg immediately followed by lifting another leg. 

The likely purposes of the protestors performing that "Rockette kick" is to demonstrate that the protestors weren't a threatening force, to demonstrate unity,.and to defuse the tensions of the Federal agents and their own tensions.

Origins of the movement
Historical context
Black women have been common victims of police brutality for over a century, however, their stories are often left out of the mainstream narrative. The experiences of black women in regard to such brutality is unique to their male counterparts because their experiences often involve sexual assault. Women such as Hattie McCray and the girls of the Leesburg Stockade are mere examples of the police violence black women face. Although the "SayHerName campaign began in 2015, police brutality has been an issue for black women for much longer. [5]

Creation of the campaign
The #SayHerName movement is a response to the Black Lives Matter movement and the mainstream media's tendency to sideline the experiences of black women in the context of police brutality and anti-Black violence.[6][7] In recent years, the killings of unarmed black men like Trayvon Martin and Michael Brown have captured much more national attention and public outrage than the killings of black women such as Rekia Boyd and Shelly Frey.[8][9] According to Kimberlé Crenshaw, one of the founders of the AAPF, black women's continued exclusion from stories about police brutality, racism, and anti-Black violence contribute to an erroneous notion that black men are the chief victims of racism and state-sanctioned violence which underplay issues such as rape and sexual assault by police.[10] #SayHerName does not seek to replace Black Lives Matter or dilute its power, but aims to simply add perspectives and lived experiences to the conversation of racial injustice.

The movement actively considers how multiple social identities (including gender, sexual orientation, and class) influence an individual's experiences with police brutality and anti-Black violence, a concept known as intersectionality.[11]

Name of movement
The name of the movement seems to have two thrusts. It seems to advocate literally saying the names of black women, both among individuals and in the media, who the movement perceives to have been the victims of police violence. And the concept of saying the name is also a symbol or shorthand for learning and telling the stories of these women, again both between individuals and in media. Crenshaw has said, "If you say the name, you’re prompted to learn the story, and if you know the story, then you have a broader sense of all the ways Black bodies are made vulnerable to police violence.”[12]

#SayHerName as a movement is largely based on the concept of intersectionality in order to bring attention to all victims of systemic violence. Intersectionality is a term that Kimberlé Crenshaw was responsible for coining,[14] its earliest usage being dated to 1989. Since then it has become a key element of many modern feminist practices. Brittany Cooper explains how intersectionality provides an analytical frame originally designed to address the unique positions of women of color within rights movements. Its relevance to #SayHerName is highlighted by Crenshaw's founding position in both the concept of 'intersectionality' and the movement itself. The focus on the victimization of black women within the #SayHerName movement is dependent on the notion of intersectionality, which Kimberlé Crenshaw describes as "like a lazy Susan – you can subject race, sexuality, transgender identity or class to a feminist critique through intersectionality".[15]

Additional factors in an intersectional analysis within #SayHerName include cis or trans status, education, geographical location, and disability[15] – both on the parts of the victims being targeted and the officers responsible for the violence. Kimberlé Crenshaw especially highlights the role of both physical and mental disability as a factor that puts victims more at risk of being targeted as threatening or otherwise violent by police. This is exacerbated by stereotypes of aggressiveness and poor emotional control[15] attributed to black women and men in the United States of America.

Homa Kahleeli asserts that over seventy black women have died as a result of either police violence or police misconduct within the past three years.[15] In instances of police misconduct where firearms are discharged, both female and child victims of murder have been objectified with the label "collateral", which diminishes the violence of murder and erases responsibility of the officer.[15] #SayHerName highlights collateral treatment as a unique form of violence that these victims face in contrast with the black men addressed by the Black Lives Matter movement.

Andrea J. Ritchie argues that in addition to/included within this group of seventy black women is a larger category of people who have been targeted by police violence that #SayHerName addresses. Video #2: Four Years of #SayHerName



African American Policy Forum, Dec 13, 2018

December 14th, 2018 marks the fourth anniversary of the #SayHerName campaign, a movement launched by AAPF to raise awareness of Black women, girls and femmes impacted by police violence. Over the past four years, it has grown into a global call to uplift the stories of Black women, girls and femmes who have been victimized by state violence, and to demand justice for them and their families.

The video highlights the campaign and some of the remarkable women who form the Say Her Name Mothers Network, a group of mothers who have lost their daughters to police violence. Since its first convening in 2015, the Say Her Name Mothers Network has joined together with AAPF on a number of occasions, marching together at the Women’s March in 2017, lobbying for police reform on Capitol Hill, and joining together in several focus groups and planning sessions to strategize around the initiative and to assess the needs of new family members who have lost their daughters to police violence.

On this anniversary, we reiterate the urgency of fighting for a gender-inclusive narrative in the movement for Black lives and broader social justice reform.

This blog post departs from my decision not to focus on politics in this cultural blog. I have published other posts on this blog on African American protest chants (click the African American protest chant tag for those posts). However, I've mostly stayed away from focusing current American politics (or even mentioning) Trump's name. But reading articles, tweets, and comments about the "Send her home" chant, and afterwards, watching videos of that rally, I feel compelled to document this historical, political, and cultural point.

To be very clear, I'm not being neutral in this post. Instead, the article excerpts, tweets, and the majority of the selected comments were selected which reflect my position as a person who considers the "Send her back" chant to be abhorrent for a number of reasons, and not just I believe that the chant is racist.

"WASHINGTON ― If you thought that a racist refrain that erupted at a re-election rally for President Donald Trump on Wednesday would be met by quick denouncements from members of the president’s party, you’d once again be completely wrong.

Instead, the day began like so many others had on Capitol Hill when a controversy involving Trump is in the news: Republicans ducked, dodged and sometimes even literally ran from reporters who inquired about it.

Trump attempted to distance himself from the refrain on Thursday, telling reporters he was “not happy” with the crowd and claimed that he had tried to cut them off from shouting “send her back” at Rep. Ilhan Omar (D-Minn.). The freshman congresswoman immigrated to the United States as a refugee when she was a child.

In fact, Trump waited 13 seconds, until the chants stopped, to start speaking again. He did not disavow it at the time and continued on with his stump speech. Nor did he delete the racist tweets that the crowd echoed in their chant.

Republican lawmakers were initially hesitant to condemn the chant Thursday morning, stating they could not do so until they’d seen footage of the event. Trump on Friday defended the rally-goers as “patriots” while again questioning the loyalty of four Democratic lawmakers of color. His comments marked a return to a pattern that has become familiar during controversies of his own making: ignite a firestorm, backtrack, then strongly reaffirm his original, inflammatory position.

When reporters at the White House asked if he was unhappy with the Wednesday night crowd, Trump responded: “Those are incredible people. They are incredible patriots. But I’m unhappy when a congresswoman goes and says, ‘I’m going to be the president’s nightmare.’”

It was another dizzying twist in a saga sparked by the president’s racist tweets about Democratic Rep. Ilhan Omar of Minnesota, who moved from Somalia as a child, and her colleagues Reps. Alexandria Ocasio-Cortez of New York, Rashida Tlaib of Michigan and Ayanna Pressley of Massachusetts.

The moment took an ugly turn at the rally when the crowd’s “send her back” shouts resounded for 13 seconds as Trump made no attempt to interrupt them. He paused in his speech and surveyed the scene, taking in the uproar, though the next day he claimed he did not approve of the chant and tried to stop it.

The “Top Chef” host said Donald Trump’s “dog-whistling” has become a “battle cry.”
"In a Washington Post op-ed, [Padma] Lakshmi said the bigotry espoused by Trump’s supporters was a reminder of the past.

“Those words, those hurtful, xenophobic, entitled words that I’ve heard all throughout my childhood, stabbed me right in the heart,” she wrote. “They echoed the unshakable feeling that most brown immigrants feel. Regardless of what we do, regardless of how much we assimilate and contribute, we are never truly American enough because our names sound funny, our skin isn’t white, or our grandmothers live in a different country.”

The same day Lakshmi’s op-ed was published, Trump defended the rallygoers as “incredible patriots,” backpedaling on his previous attempt to distance himself from the chant. He had said Thursday that he was “not happy with it” and disagreed with his supporters.

Lakshmi warned that the situation has become “Charlottesville 2.0,” referring to the 2017 white supremacist rally that turned deadly when a neo-Nazi drove his car into a crowd and killed counterprotester Heather Heyer. After the violence, Trump infamously claimed there were “very fine people on both sides.”

“He has long been dog-whistling to white nationalists, and as he ramps up for 2020, that whistle has become a battle cry,” Lakshmi wrote.

Lakshmi, who recalled coming to the U.S. with her single mother, also pointed out a fact continually cited by critics of Trump’s xenophobia: His own family contains immigrants.

“The president is himself a second-generation American,” she wrote. “Two of the women he has married are immigrants, but the only difference between them and Omar ― and myself ― is skin color. It’s clear that Trump equates being American with being white. But he doesn’t have the right to judge the Americanness of any of us.”...
